For various reasons, we've had multiple Visitor Record extensions over the last almost-five-years. We've gone to the U.S. once or twice each year for weekend visits with family and it's always been an easy process. We renewed it each time on the day it ran out (usually for 1 year lately).
No, a Visitor Record doesn't authorize re-entry into Canada, but if you haven't committed crimes or acquired a deadly contagious disease during your time out of Canada, it's not likely you'll be denied re-entrance into Canada. What that message is trying to say is that it doesn't give you an automatic right to re-entry. You only have a right to enter if you're a permanent resident or a citizen.
As to whether you start a new six-month visit when you return, I don't know the proper answer to that, but I think it's safer to assume that you are not starting a new visit at that time, but rather just continuing the visit that you've been given an extension for.
This matters to me because I've just sent off the RPRF and CSQ for my partners' application and I really don't want to have to spend another $150 to extend it in January when his VR expires if I don't have to. We will be visiting family in the U.S. in mid-December, so an automatic (free) 6 month extension (or new visit) from then would be great.
