I think the difference in wait times will often depend on the visa officer who is processing your file. I'm convinced that there are some officers who go out of their way to delay fast approvals or seem hell bent to find some fault with your application. In my case I received PPR last October with the usual waiving of interview. For US applicants this normally means COPR is forth coming within a month or so, however such was not the case with me. I found out in March that they transferred my file to LA in January for "review" after a different officer was assigned to complete my file. I ordered GCMS notes to find out why but couldn't find any reason for this decision. I emailed both LA and the Ottawa asking for an explanation but none was given. As far as I can determine my file has been sitting in LA since January untouched for no justifiable reason. These officers are unaccountable to anyone for their actions and that's the reason these things are allowed to happen. No request for more documents, no request for interview, no request for nothing!
It's been 14 months for me now and all I can do is wait until someone decides to look at my file some time before 26 months is up.
