The fees are the same. Just send the fee paid receipt in with an outland application.
You don't need a PO Box in Blaine (actually, Point Roberts is closer in case you really care). All mail can go to you here in Canada.
My NAFTA work permit expired while the PR application was pending. I had applied for a renewal in August, landed in October, and in November they refused to process my renewal application because I was no longer eligible - they actually refunded the renewal fee.
I have something of a silly question, though:
When you applied outland, did you fill in the "Application for Permanent Residence in Canada—Spouse or Common-law Partner" forms and just send those outland? Or did you use the "Application to Sponsor a Member of the Family Class (FC)" as the CIC website indicates to use if "your spouse, partner or dependent child lives outside Canada"?
