And no, COPR doesn't come with your SIN or healthcare or anything, you have to apply for that on your own once you're in Canada, some people do it as soon as the same day the land. I'm sure they can give you a bit of info about it when you land, if not, there's a ton of it here on the forums just do a bit a searching and you'll find it.
I'm not sure on the answer for this one, but I would have to say that it would be most wise to get a Canadian one, he shouldn't have to retake any tests as far as I know. But, if you don't need a car, then don't have one! Because they are EXPENSIVE haha We also live in a big city(Vancouver) and there's just really no need for a car unless you're going on vacation out of town(aka, rent one).
I live in Calgary, and Calgary is like that! It's only useful when you want to go outside the city, day trips or camping or whatever--and as awful as Calgary Transit CAN be, it is still preferable to driving. But today, I forgave Calgary Transit for all their past indiscretions against me for unveiling the coolest, most awesomest, futuristic underground c-train station 2 minutes from my work. Not quite the Vancouver sky-train though.......
