On another issue, does anyone know... exactly what the COPR entails, i.e. does it come WITH a SIN # and a healthcare #? I mean I know that Healthcare is per province, but I was born with that so I don't even know where you'd go to get it. Do they provide instructions for all that stuff?
ALSO... another silly question maybe... but my husband has a Californian driver's license... does he HAVE to change it to an Albertan one to drive... does he have a time limit? Bah, it's not even worth driving in this city, ANYWAY, but I thought I'd check.

You're correct, if the only thing holding back an application is the medical then the office can extend it.
And no, COPR doesn't come with your SIN or healthcare or anything, you have to apply for that on your own once you're in Canada, some people do it as soon as the same day the land. I'm sure they can give you a bit of info about it when you land, if not, there's a ton of it here on the forums just do a bit a searching and you'll find it.
I'm not sure on the answer for this one, but I would have to say that it would be most wise to get a Canadian one, he shouldn't have to retake any tests as far as I know. But, if you don't need a car, then don't have one! Because they are EXPENSIVE haha We also live in a big city(Vancouver) and there's just really no need for a car unless you're going on vacation out of town(aka, rent one).
