I also called Ircc canada and they told copr cant travel I filled a webform with my tickets of 21st March and asked for extension.But there is nothing in writing But logic is why they will give option to copr holders to fill a webform if they were allowed to travel Is it in case of flight cancellation or it includes travel ban too?Two or three people in forum managed to get IRCC on call and confirmed that CoPR / PRV holders will not be allowed to land in Canada till further notice. I am not going to board flight on 21st March and have raised webform and emailed IRCC Delhi immigration with my case attached with tickets and asking for extending my CoPR. Now I am going to just wait for a reply.

Thanks a lot for update.We badly needed it.One of my frnd just got boarding from new delhi. She was with her husband who is PR. Immigration told her that she is not allowed to enter canada as she has COPR aftr her husband talked to immigration and they saw their all documents of marriage and many more things.After 3,4 hours they allow her to catch plane bt she told me that just cancel ur tickets as i had booked my ticket for 22 march. she said u wll not allowed to pass with COPR so guys my husband just cancelled my ticket and i think u guys should too. that’s just recent experience their security is so tight that better to wait till things wll be good.

That's great.If you have come across any such ppl please share.It would give some relief.They are already giving extensions to COPR holders.
Travel ban by Canada itself comes way above any ticket cancellation by airline.IRCC mentioned the word " travel disruption due to covid-19" a valid reason to fill web form.
