Got in touch with CBSA. I'm trying to land from USA (Indian Citizen) and my CoPR expires in October.
CBSA said to wait as they are not processing CoPR's due to an influx of Canadians returning. An update will be provided before Friday.

If you're arriving from USA with a CoPR you will be turned back.

Edit: This applies to land border crossing and flights as well.

Hey I just came here to inform everyone that COPR holders with only a visa sticker on their passport are being DENIED BOARDING.

My best friend is currently in transit at London Heathrow airport and was denied boarding by Air Canada for his flight onwards to Pearson International.

I suggest everyone who already has a booked flight to request a refund from their airlines.

Great ! That's a reply with clarity. Maybe once the Canadian / PR influx calms down and if virus situation stays calm they will open doors for CoPRs / Work Permits / Student visas. Let's keep an eye out for updates

This is similar but more informative than what I was told yesterday. Yesterday agent told me "Definitely do NOT come for COPR right now, will not process it due to influx of Canadians. Call us in 1-2 weeks". Friday sounds better than 1-2 weeks :) . Fingers crossed, praying for some good news!!
 
Only Canadian citizens and PR holders are allowed to enter in Canada up to 15th April (it may get extended as well) but you can still extend your COPR(in other words tell them to cancel your current one) by letting them know that you will not be able to travel in the period mention and also, let them know once you are sure of your travel plans. after that IRCC will contact with further instructions (or, they will open your application again and give you a new COPR).

NOTE: You have to let them know by web form that you will not be able to travel in the time being.
In my opinion this information was posted on 15th March 2020 and travel restrictions were informed publicly on 16th March 2020. So this information is about if you are not able to travel due to COVID19 situation in your country and not due to new travel restrictions. Some countries are not allowing any out bound travel for some period or you are not feeling safe to travel due to some medical condition in this CoronaVirus pandemic. So this information by IRCC is regarding that. This what I believes and it makes more sense. If you have waited for your CoPR approval all this long then I believe you can also wait for some more time to see if restrictions are relaxed after a while. First let the restrictions be applied its 11:51 am in Toronto Canada and restrictions will be applied right after 10 mins from now.
 
Well, at least i feel better knowing that the airline didn't get it wrong in my case. Thanks to everyone sharing information here, i really appreciate it.

Now i hope that this situation improves, and we can all land soon.

Whoever's COPR and PR Visa is expiring in the next few days, send the webform now saying you can't travel and asking for an extension.

I asked to extend COPR and got the email bellow from the embassy that issued my COPR:

Due to ongoing efforts to minimize the spread of the Coronavirus disease, we will only be providing essential services for Canadian citizens, Canadian Permanent Residents and their immediate family members. What I should write them in response? It is possible to reply to this email, it is not non-reply email.
 
This is their standard COV-19 response, i don't think you need to reply again.

They got your message, when the pandemic has subsided they will get around to extending COPRs.

You can reply if it makes you feel better, but as long as you've already put all the information required in your first webform, you should be fine.

Yes - we've seen other reports of this now on the forum too.

COPR holders are being turned away.

I've been following this thread for the past couple of days, as me and my family are in the same position as many of you. A friend of ours in Ottawa has contacted his MP about this issue today to see if they could help get some clarity or provide some guidance. She has responded stating that in her phone conversation with IRCC just now, the agent advised that we should be ok to travel with a COPR, as long as we are allowed to board the flight we should be ok. However it remains at the discretion of the CBSA at port of entry.
Hopefully IRCC will update their online guidance asap so there are no misunderstandings with airlines/CBSA etc. and we can all start our now already bumpy new starts in Canada

As a commonlaw partner of a Canadian citizen and COPR holder, I am still unsure if i can travel as immediate family, I wish they would announce something more concrete soon.

As per PM's statement, you should be fine since you are spouse of a Citizen. He categorically mentioned immediate family members of Canadian Citizens/PR(s). Just call CBSA/IRCC and note down call center agents name and date time for reference if they tell you to land. For reference purposes.
