There is no such work or term as soft landing. Many terms have been made up by prospective immigrants such as flag poling, PPR, and soft landing is one of them.
It usually refers to a person whosePR application has been approved, who then land in Canada and is admitted as a PR, and then immediately or within a few days leaves Canada to return later to establish himself in Canada. There can be many factors that may influence this, jobs, children's education etc.
The bottom line is, when you land in Canada and are admitted into Canada as a PR, you are a PR as defined in the Immigration and Refugee Protection Act. Whether you decide to stay in Canada for 2 hours, 2 days, a month, it entirely your choice. All PRs are obligated to meet the residency requirement, i.e. must be physically present in Canada for at least
730 days (2 years) in every 5-year period.
However, not the Quarantine Act is enforced to ensure 15 days quarantine after coming to Canada. You cannot leave Canada without completing the 15 days quarantine, if you do, you can be fined. See

After you have finished the self quarantine, you are free to leave Canada or travel within Canada.
However, coming to Canada just for the purpose of establishing your PR status, without the intent to reside here, is highly discouraged at this point. Although, there is no mechanism to enforce new immigrants form not leaving after the 15 days quarantine, but fines can be imposed under the Quarantine Act, which are very difficult to prove and enforce, but theoretically, they can be.
