copr and background check completed before SA or PA??

Hi people.
Is it unsual to receive copr and your background check completed before even receiving SA or PA?
heres my timeline
10 Feb submitted
8 March AOR
Bio previously done
Medical request 10 March
Medical completed 19 March
Pcc request 23 March
Eligibility started 4 April
Pcc sent April 23
Pre arrival May 4
Copr on tracker May 4(no email tho)
Eligibility completed May 4 on trackergckey still processing)
Background check completed May 4 on tracker(gckey still processing)

Thank you guys for help.
let me know if you have seen any similar timelines.I never seen anyone not receiving SA or PA .

COPR number on its own is meaningless, it's not much different than assigning a file number. In addition, seems they have been changing process on this (not long ago they didn't do this at all).
Background check: ignore, it's a database switch, unreliable indicator of anything.

oh okay Thank you .What about eligibility part ? it says completed but never received SA.

As far as I'm concerned/aware: like background check. None of the 'states' of this seem to mean what normal humans would think the words mean. Look at it if you like, but any conclusions you draw are just guesses.

Oh okay thank you for your response.Atleast any update is a good update.The ECAS says decision made but i guess these dont mean anything.

Eligibility on the tracker is about the PA, not the sponsor. It means they will review whenever the relationship is genuine and such. The background is related to criminality, security and other things. It usually requires SA before these two can start (there is no set time it starts, sometime it starts immediately, before or very late).

I see.Yeah i mean its good news even knowing that.But I saw two people with very similar timeline that did not receive SA or PA at all and they had their pr.It seems like it depends on the officer.

It could also be that the reason I am not getting SA is because In the IMM 1344 ,the part it ask if the sponsor is eligible , I choose B (proceed anyway).
My sponsor is fully eligible .just choose B because Im out of status.
