As far as I know ESL schools don't care if you're a PR or not. They would charge the same rate regardless.if she wants to attend an ESL school or whatever, I guess she would have to wait around the 11 month period before she can take advantage of not having to pay the international student rate at various places? From what I recall, i think even the ELSA programs locally require you to be a permanent resident.
Note that after you get PR, most cities will offer free ESL classes funded by the government anyways.
Not really. As i said for visa-exempt, outland is usually the preferred choice.Just as a side note, is it any easier doing it as an inland application?
