I did this a while ago, turns out I shouldn't have because I'm the applicant (Sponsored). But if you insist, you can get your MP's email address from your sponsor.

We got our COPR from Paris last week. They might have slowed down, but they didn't stop processing.

Good luck!

This is the email I wrote to these people below responsible for the strike.

Subject: Sponsor for spouse

Hello,

I am writing this short email as I value your time, but I'm very worried and depressed about the situation that's been happening about the Visa offices being on strike. I support the Canadian government and also the employees that serve our nation.

I would really like this dispute to be settled as soon as possible, so I can have my wife in Canada because that should be every human's right to be not separated and live a happy life. I am begging my country's government to do everything it can to help all of it's citizens to be united with their family as soon as possible. I love my wife and being alone in Canada without her feels very sad and lonely and I want the best for her as well and don't want her to feel the same as I do here.

I appreciate all the hard work and hope for the best outcome in this matter. Some things in life are priceless and having your family in a free and great country like Canada is one of them.

Kind regards,

You won't hear anything from CEM for many more months.

That's great news- but Paris isn't one of the offices striking. New Delhi is striking, and a few others (Manila, Singapore as well). On the ND 2013 form, no one has heard anything is almost a month now. No aor's, no COPR's. That is a long time to not hear one person getting COPR. Imagine all the new applications coming in every day and imagine the backlog. I would not want to be in their position right now.

Next is the sponsorship approval. You will get the request to redo the medical when they are in the last stages of your PR processing and if your first medical has expired.
