Put away means , they have safely placed your Hard copy file in the storage and they will scan or already have scanned your file as now a days all work is done on e-file not the hard copy.

and before your case change to in process , every time you order notes, they create your gcms notes on the first day (the day you order notes) so at that time (one month ago) the date that they will look at was shown as 22nd feb (which already passed)
So i hope this answers your questions

I have done that all in isb.. You dont have to make any letter.. The traffic police office will do that.. You just write an application to the inspector for traffic police thet you need an NOC for drivers license and attach your drivers license copy and cnic with it. They will make a NOC signed and stamped by the concerned authority. Send that to ministry of foreign affairs along with your original drivers lisence for attestation via dhl. Thats all what u need to do.

I got NOC very next day.. That too because the officials were in a meeting so they couldnt sign it, otherwise would have gotten it on the same day.. And for dhl it took around 4 days.. But i am isb based so for karachi it might take different timings.
