A.A! Hoping u will be fine and having good health. I inquired from LVO through e-mail and their reply (about a week ago) is as under.
“Dear Applicant,
We are writing with regards to your application for permanent residence in Canada.
We haven't sent you a passport request. Please note that this file is still ongoing routine background checks.
We will be in touch when they are complete."

Kindly share experience how much further time it takes to complete routine background checks, pls?

I dont get it..u sent ur passport without getting a phep letter from lvo?

He sent a request to LVO asking when they'll send him a request to mail-in his passport. they advised background checks are still being performed.

29 June , 2012 - Received sponsorship approval letter in Canada, "Decision Made", file sent to Islamabad,Pakistan
30 April , 2014 - e-CAS log-in, " Processing of Application is stared"
20 May , 2014 - E-mail received from London office[Re-medical , Police certificate, updated Background/declaration form "IMM5669E", RPRF – have to pay by sponsor in Canada]
05 June , 2014 - Medical done ( that was e-medical)
08 June , 2014 - Medical received in London Office
14 June , 2014 - Received in London Visa office through Fedax (Re-medical receipt, paid RPRF receipt, Police certificate, updated Background/declaration form "IMM5669E")
10 June , 2014 - Sent same Soft copies through E-mail in London Visa office (Re-medical receipt, paid RPRF receipt, Police certificate, updated Background/declaration form "IMM5669E"

I did it...nothing wrong...case is under security check which takes 2 to 4 months or may be 6 months. My travel history is also detailed so taking that much time.

The simple answer is NO but In a very rare circumstance you could be allowed to sponsor your spouse for e.g. if you were never on social security benefits plan.

This is what CIC website states as a preliminary conditions for an eligible sponsor.
If you sponsor a family member to immigrate to Canada, you must provide proof that you can:
•meet basic needs—such as food, clothing and shelter—for yourself and your family,
•support your relative financially and
•make sure your spouse or relative does not need to ask for financial help from the government.
