My wifey received her passport back with visa on Oct 18, 2014 around 2 pm PKT.
The whole process took 30 months since I have submitted my wife permanent residence application.

Below is my sponsorship timeline detail:

Applied: April 2012
Approval: July 2012
Rukhsati Pics req: May 8, 2014
Remedical req: July 7, 2014
Remedical done: July 17, 2014
Passport request: 25, Sep 2014
Passport sent to Islamabad: Oct 9, 2014
Passport received: Oct 13, 2014
Passport back with visa: Oct 18, 2014

If by backpack you mean a laptop bag then yes you can carry it but not something that is bigger than your overhead luggage.

Brother dnt need to get worried so much CHC ISB is taking time for some cases, i have sent PP on Aug 6th and still waiting for my PP return so i hope & pray that good news come soon for all us In Sha Allah ....

Question for those who's case was being processed in Ottawa or out of country. How did officer ask for Passport request? or issue visa? By original country is Pakistan but now the case is being processed in Ottawa. From what I know it is illegal to send passport out of country by post?
