This is not a good sign. Decision made before ppr means that the application has been refused. Here is the link of FAQs and i found it here. Another member had the same situation and she got her file rejected.

Dont worry. Thats a generic mail so its only the applicants info they are asking for.
You just send yours only.
This is the fee for one person.
3. Medical letter/email which you have recieved from immigration office
4. The form they sent you for remedical purposes.
5. Mention the address where your file is being processed. (London may be if your file is there)

yes it is a straight forward case i don't think this applies with all the cases as i saw a person whose decision made was before ppr..sorry but i don't agree with your statement.

Recently I've seen a couple of applicants had decision made before PPR. But they received PPR within a few days. I would suggest don't worry or jump to conclusions until you get further correspondence from the VO.
Pray n hope for the best.
Also when did he/she received the remedical? Is it possible she missed the email from the VO?
As for Rabia Ali she actually got refused after remedical which is highly unlikely. Cos they ask for more documents or interview if they aren't satisfied. They never refuse straight away. So there is a high chance she missed that n crossed the deadline which led to a refusal.
So fingers crossed. The good news is on the way :)
