I have a question if ppr1 n ppr2 both r coming from london then why are they asking for it twice?

Its just a time consuming process.

But what is the difference between ppr 1 n ppr 2?

Technically they aren't asking twice.

PPR1: London asks for a copy of your passport to verify it.
PPR2: London asks you to send it to ISB for visa stamping.

Since London is doing all the processing [for those who got transferred] they need the passport to verify and then ISB only stamps it.

In conclusion, time consuming verification.
