There was a lot of media coverage bout this strike as it delayed a lot of international students from joining their Fall university semesters in Sept 2013.... it cost the Canadian govt $billion-something cuz they didn't get double tuition fees that they collect from international students....
It was essentially a dispute between the government and the union that represents canadian diplomats as well as the visa officers that work in canadian embassies all over the world... the union is called PAFSO (Professional Association of Foreign Service Officers)....u can google it to bring up their website... the strike lasted 6 months (~ April 2013 to end Sept 2013)... if u went online to check ur ecas during this time there was a big red alert on the website alerting us of the strike..... n throughout that time they were working at reduced capacity in islamabad.... Islamabad was lucky in the sense that it wasn't included in the work stoppage that happened among the top 15 busiest Canadian embassies across the world (New Delhi/ Chandigarh, Dubai, Singapore etc were included).... However the Islamabad embassy was working at reduced capacity meaning some people still got their remedical requests n pcc.... although I'm not sure if n e one got their visas during this time....
