From what i have seen and heard, it is recommended to stay in pakistan less than six months. Canadian authorites may question, why you stay abroad more than Canada.

At the end, its your choice. ).

I think you guys interpreted the 28 month different in a wrong manner, it is not how it works.

First think the 28 months is the Worst case scenario and it is only 10% cases explained below.

Let me explain you guys in a clear way.

CIC didn't yet provided the detailed figures since they updated the 80% figure to 28 months. The last complete data we got is till October 2012 so my explanation will be based on that data.

In the last 12 months the cases they precessed (gave visa PR) took in 80% of the cases 25 months or LESS the word less is very important. Because if you look at the excel file here is what in the titile :

X % of the cases were completed with in X month or LESS

So from September 2011 to October 2012 for Spouse and Partner cases processed by Islambad Office

80% or less of cases were completed in 25 months
70% or less of cases were completed in 22 months (which mean the only 10% took from 22 to 25 months)
50% or less of cases were completed in 19 months ( Which means only 20% took from 19 to 22 months)
30% or less of cases were completed in 16 months (Which means only 20% of cases took from 16 to 19months)
20% or less of cases were completed in 15 months (Which means only 10% of cases took from 15 to 16months and 20% took less then 15 months so it can be 1 month up to 15 months)

So please guys when you talk about time or when you contact the MPs don't get yourself fool by this 28 month figure only 10% of person are concerned by this time. And it is the worst case scenario and you should remind this to the MP.

I also analyzed the data of Application received and processed by Islamabad and I have very good news and feeling that in coming months the timlien will decrease by 30 to 40%

Here is my explanation :

Files received by Islamabad office from 2009 to 2012

2009 : 3,012
2010 : 2,562
2011: 2,332
2012 (jan to sept) : 68 Low figure because file started to go to Ottawa

Files processed by Islamabad office from 2009 to 2012

2009 : 2,224
2010: 1,227 That is the root of our problem look below for explanation
2011: 1,760 : getting a little better
2010 (last 12 months till October 2012) : 2,232 This is a Good NEWS, it look that Islaman Office is back in it's old time figures


That is why there is backlog, because only 1220 PR given in 2010 which created a big backlog, I don't what really happened in 2010, coincident it was in 2010 that Pakistan was touched by it's biggest flood in his history which paralyzed the whole country in 2010 and in continued in beginning 2011.

As you can see in last 12 months Islamabad office treated almost same amount of files (even more) then in 2009. So it indicate that the backlog is been dealt and we will soon see the timeline go down :) I also think the cases from Ottawa will be transferred to Islamabad as they only received 68 cases and soon Islambad office will have no more file to work on.

Good analysis. It means Islamabad received roughly 8000 files from 2009-2011. From 2009-2012, they completed roughly 5500 files. Assuming a nominal pre-2009 backlog of 500, we can estimate Islamabad's backlog by end 2011 to be 8000+500-5500 = 3000. If they cleared 2200 of these 3000 files by October 2012, we can extrapolate and assume they'll have cleared all their backlog by end of 2012. This confirms your conclusion: That from start of 2013 they will begin work on the Ottawa cases. Do you have any idea of the volume for Pakistan/Islamabad files received at Ottawa in 2012? We can try to match it with Islamabad's capacity (which we now have an idea of) to forecast expected turnaround time. It will also be very interesting to see the number of files in queue at Islamabad in Q4 2012 and Q1 2013. If our conclusion holds, we can expect a ramp up in this number in both these quarters, the more significant increase being in Q1 2013. This also corroborates with my case that was digitized in Ottawa and e-file forwarded to Islamabad in Oct 2012.

By the way, I tried to decipher the giberish in my GCMS notes and my hypothesis is that Ottawa is purely for digitizing applications which are then forwarded to Islamabad in electronic format. It may also be that they are making some of the Islamabad staff work remotely from Ottawa due to the difficulty they're having in staffing in Islamabad (I remember an interview by Immigration Minister in which he said Pak govt wasn't giving their staff the needed visas + security situation was affecting the timeline).

Don't forget the Ottawa also started receiving file from US (buffalo and other ??) also in 2012. And 2012 is only for 9 months.

I just checked on the Open Data link you shared. It has a section telling inventory of files in process. Family class inventory (excluding grandparents) at Islamabad on 4th Oct 2012 was 2200. Based on the working I did in my last post, I expected it to be around the 800 mark. Seems like we're overlooking something in our estimates. Will have to dig deeper and try to put the pieces of the puzzle together. It could be a large part of this inventory is anomaly files that have queued over the years (e.g. abandoned files, incomplete files, interview queue files etc).

assuming 700 of these 2200 files are anomaly files, remaining Oct 2012 inventory of 1500 should be cleared by March 2013. So Ottawa files should then start being processed from April 2013.

Thanks for pointing that out. Then it means Ottawa files turn will come by roughly May-June 2013. I also have a bad feeling that Islamabad's stellar pace in 2012 will slightly have slowed down in Q4 2012 due to Christmas and also slightly slowed in Q1 2013 due to Tahir ul Qadri type of events shutting diplomatic enclave off.

I don't think as usually observed they allot more visa at the end of the year to fill up the quota. And for Qadri drama, I don't think it will impact at all, the CHC was close only 1 day and the whole drama was for 6 days.

Let's hope so. Also I have made two assumptions: 1) Number of anomaly files being 700 and 2) Ottawa digitizing and holding files to be processed in Islamabad. If the anomaly files are higher in number and if Ottawa is actually a parallel operation to support most steps of Islamabad cases then the Ottawa files turn may come as early as Jan 2013.

My overall conclusion from all this discussion is that Ottawa cases can expect to start being processed somewhere between March-June 2013.

Number of Files refused (the number I posted before were number of PR visa issued only)

2009 : 204
2010: 293
2011: 318
2012 (last 12 month Oct 2011 to Sept 2012) : 453

So if you take of refusal of last 3 years you can come up to about 850 cases, so that mean there is even less backlog left :p

Thanks for sharing. But won't the "files processed" number include both accepted and rejected cases?
