No problem even if you are informing CIC late about baby, we also informed CIC about baby when she was I guess 8 month old and was in Pakistan. The problem will occur if you do not tell at all and CIC gets to know by any other mean like interview etc. So do send a email ASAP stating the reason of being late (We dint even state any reason, just asked what forms do we need to fill for the new born etc)

I went to cic's website.. Do i send it to where it says change in personal circumstances? Once you click on that it pops up to send an e-mail to CPCM-EXTCOM@cic.gc.ca

You need to submit additional family information form
baby's passport id card, birth certificate scanned copies and send them to cic asap. if you had informed them earlier i hope that could have reduced your months to a great deal. but better is late then never. do send them information asap.

You can notify them but no need for sending everything. Just send a copy of birth certificate.
The baby is Canadian so CIC does not need to process the child.
Only letting them know that the PA is now father to a Canadian child

No, nobody asked any question like that, PR in CA needs to call the Mississauga call center and inform the call center agent about the baby scenario and ask what needs to be done now. Agent will guide regarding docs (if needed any) and the B Certificate and the email id.

PS: Do not mention that you are late or anything like that. Just inform about the baby and get help regarding next steps to be taken.

Better you call and get help, email will add more time and will become as ping pong ball. All you telling in post you might tell to the call center agent and get accurate and instant reply and help. Baby will be added to the father fie as non accompanying dependent that is it, no processing will be done on baby's data.

visit Service Canada office nearest you once you arrive. & they are more helpful than one can imagine(you can even look one up online). they provide all the info on SIN,JOB,Care Card & DL. PS- you can use Pakistani drivers license for i believe upto certain period here its like i think 1 year or so in certain cases before you have to go for a road test. once you apply for drivers licence and show them that you have had insurance(Claim free, basically no accidents on your insurance, clean record) even in Pakistan for a few years, your insurance can be reduced significantly even upto 45%.(But drivers licensing rules vary from province to province here, so keep that in mind too) and even with Job search and universities around you, all this information is available at Service Canada. hope this is helpful. but my advice(based on my experience) is to meet someone genuine who has gone through the same process lets say a few year back-its just quicker this way to learn about everything. those guide books can guide you to certain limits after that practically what happens is different for the most part.
singing up on job portals to find jobs to your related fields is a really good way to start along with studying your DL book for knowledge test right away when you get there.( most of this is available online to study)
there is another thing that can help most of you professionals out there who are planning to come here is to get your education recognized to whatever equivalent you get here. basically if you have done masters in polymer engineering(lets say) they will look at whatever courses you studied and what kind of courses they teach here and they will let you know how many and what course(if any) you need to study here before getting recognized by concerning engineering council. one of the Universities that does this online(you can scan and send them documents before you even get here and they will let you know) is BCIT.
http://www.bcit.ca.i am sure there are many more who do the same but i know this one as i have gotten some of my friends documents verified from here.
hope this was a bit helpful for some of you.

1. u have to make account on following link

2. provide them with required data .. and there will be option to print the form at last ... so u have to print it and take with u on the day of submission

3. while filling the form ... remember that for suppose u are about to attest your original transcripts .. so count each page as a document ... for instance mine transcript was of 3 pages and original degree of 1 page ... so per page 800 in total 3200 PKR

4. in Karachi u have to go to HEC office in personal or u can authorize some one on behalf but for that you have to submit authorization letter attested by 17 grade..

5. names are written in registers from 8:00 am to 9:00 am .... tokens are distributed from 8:30 am

6. submit your form along with original documents and their photocopies at same time .. u will get them after a week ...

My advice is to submit a coloured copy of your baby's birth certificate and long form to London (assuming that's where you file is at) this will be considered additional information and may help your case... they may even remove you from the inteview queue and move on the next step In Sha Allah

Yes I agree with you that baby addition may remove her from IQ. may I ask why are you in IQ? what was the red flag?
