Your file is still with them because they are working on it. I believe what we are seeing in Ottawa is a centralization of previously distributed processes- much like how it is in the USA. In the USA if you sponsor your wife- 90 % of the assessment is done in the USA. The US embassy in Islamabad just takes in the medicals, conducts an interview if necessary and then issues the visa.
Compare this to the archaic rules that we still have in Canada! For example sending inland immigration applications to the USA (thank god they closed Buffalo!), having to leave the country and then re-enter so that you can become a 'landed' immigrant! None of this happens in the USA. Imagine if the US government started sending their immigration applications to consulates in Canada! Insane.
