has this ever happened with anyone that their second medical even expired and still they didnt get PPR ?

what...how long is med valid?? you just did yours in July...are you saying its only valid for 6 month's? this is lame...because then the same goes for my case, my wife did remed on the 19th, only days away from yours...oh well, stupid immigration life.
