one is party policy and other is national policy......party policy varies from party to party but national party stays the same no matter which party comes in power is...and national policy is give minimum visas and to have minimum number of people or to be very strict in issuing visas to people from countries specially like pakistan.

National policy is also developed by Federal Govt not by military like in Pakistan ............. liberals or NDP would have been more immigration friendly ......... Liberals are doomed ......... next time if we have not moved back to Pak, we should vote for NDP and hope NDP and liberals merge
