Your file can be with an immigration officer for review at any stage in your application. For example if they send you a request letter for updated proof of relationship when you send it in then your file goes into queue to be reviewed by immigration officer...after it will go to decision making officer when everything on file is received and checked and then he will decide if this is ok and will ask for PP or refuse etc.

no problem..and I think it depends on your file..each case is different. But I am sure once all documents that are required are in the file then it will go to decision making officer- guess it depends on how long it takes for them to get to that stage.
