I can give you a partial response... the application package and final program details will most likely be released on May 4th all at one time. That's how such things are normally done.

The FSWP isn't new (not to be nitpicky), just revised in many respects. You don't need a job offer but it would be hugely beneficial (gives you 15 points towards the min of 67). You also don't need a provincial certificate (if you did, you'd go through FSTP...haha) but on a related note, I do wonder what factors the visa officer will use to assess an applicant’s trade qualifications.

Finally, FSWP will require be using the Canadian Language Benchmark (CLB) system for language assessment, but it would be surprising if you can’t just convert your IELTS score into CLB to satisfy program purposes. Remains to be verified though.

1) Application package will only be available to fill on May 4, 2013.

2) Under this program first you need to evaluate your credentials. That is a must requirement so better do it. You don't need a job offer or certificate of qualification for this program. Details are not released yet but people are talking that there will be no occupation list to choose from for new FSWC. Any one can apply with his/her credentials and Canadian authorities will pick the applications of selected individuals. But I guess applicant's prior employment need to fall in Skill level 0,A or B

3) Ielts is must for new FSWC. You need minimum 6.0 in each section to qualify. You did right thing doing Ielts. Good luck to you..

I want to correct you here. Job offer (AEO) can give you 10 additional points not 15. Thanks

Hello there, I verified the information at the above link and it is indeed 15 ... 10 points under the Arranged Employment factor + 5 points under Adaptability factor, so 15 in total.

Hmmm well in your above post you only mentioned about AEO not adaptability and that is 10 points...I didn't mean to undermine you any way.. :)
