I can give you a partial response... the application package and final program details will most likely be released on May 4th all at one time. And I presume under this new program you do not need a job offer, or a certificate of qualification from a province or territory.
I'm currently sitting my IELTS, I had my speech test today, and have my writen, reading and listening on Saturday. I hope the IELTS is still used for the new FSWC application or have I just wasted my time and money.
The FSWP isn't new (not to be nitpicky), just revised in many respects. You don't need a job offer but it would be hugely beneficial (gives you 15 points towards the min of 67). You also don't need a provincial certificate (if you did, you'd go through FSTP...haha) but on a related note, I do wonder what factors the visa officer will use to assess an applicant’s trade qualifications.
Finally, FSWP will require be using the Canadian Language Benchmark (CLB) system for language assessment, but it would be surprising if you can’t just convert your IELTS score into CLB to satisfy program purposes. Remains to be verified though.
