CEC - non-accompanying spouse

Hi,
I have applied for PR under CEC class with non-accompanying spouse. I waiting for the confirmation of PR. My AOR is in June 2020.
Can I apply for her visitor visa or dependent work permit now, as the spouse sponsor will take more time?

No, I am waiting for my COPR and I did my biometrics on 30 November, 2020.

I have my PR card and my husband has been mentioned in my profile as non accompanying. he has biometrics, medical and PCC in my profile. when can I sponsor him for PR?
