Hi,

I am here in Canada for 2+ years now. I am planning to apply during May-June. But my return to India is finalized for June end.

So in this scenario, if somehow I could not apply while I am here, can I apply under CEC from India ? If yes, what is the procedure ?
 
Not sure if you understood the eligibility and procedure to apply for CEC clearly. Get your basics right.

Applicants can remain in Canada throughout the application process. However, the Canadian Experience Class is also open to individuals who are no longer in Canada, provided that they submit their application within one year of leaving their job in Canada.

1. So in such scenario what is advisable if applying from India ? I will not have any Canadian employment when I will be back in India. So I am thinking of applying on the basis of my Canadian experience. btw my wife also has an 1.5 yrs of Canadian work exp. Will applying under FSW will hold good for me then ?

2. If I am able to apply from Canada in May and then have to go back to India in June, will it delay my processing ? In that scenario, my postal address have to changed before even getting the AOR.

I am totally new to this and not aware of the nooks and corners of CIC site.

You can always apply from India even though you have discontinued with the Canadian work experience but make sure you apply within 1 year of leaving Canada.

Ans: apply while working in Canada, or within one year of leaving your job in Canada. Your wife can go as a dependant to your application, CEC is considerably faster than FSW.

Ans: No worries, you must notify CIC about your change of address regardless of which stage of the application you are in.

I have already applied for PCC here and registered for CELPIP on Apr. So in that case if I apply after going back to India:

1. Will the PCC from Toronto and CELPIP result be valid if applying from India ?
2. Where will be the fees paid and in which currency? The VISA office will be New Delhi.
 
I think CELPIP is valid for 2 years same as IELTS. So don't worry about CELPIP certificate. It is valid for Canada country - Immigration process.

PCC is also fine. Ultimately it will check background of back home country and country where you lived more than 6 month.

but before leaving Canada try to apply PR.
 
You can apply from India, I did. I have paid fees through Canadian credit card.
About PCC, if you are mentioning about Indian PCC, it is always advicable to apply from Indian Consulate in Canada while you are in Canada, and it is valid after your return to India for atleast 3 months. Just FYI- You dont need PCC for the period of your stay at Canada.
Visa Office will be New Delhi.

Do it from anywhere but select NDVO as your visa office because if you get called in for interview, it will be trouble plus the worst part would be sending your passport to other visa office which most probably would be Ottawa...it would be pain to send the passport from India to Canada

I think this question still needs to be answered correctly.. his question is, if he go back to India with CELPIP score and PCC from Toronto, can he use these documents (CELPIP result & PCC) to apply from India. Unlike IELTS Celpip is available only for Canadians as of now, so will the be a question from Delhi consulate?

And another thing, as your CELPIP exam is on April and you have already applied for PCC, I think at least by early May you can apply. If everything goes fine you will also get your AOR on Jun. Then you can request CIC to change your address (India) etc.
