I will believe this rumor of CAP reached as soon as any November 2014 applicant gets his or her file back or CIC's announcement that the CAP is reached.

This came from a person who's application was received at CIO Sydney on October 23, 2014, NOC 1223. They received their application back yesterday. So sorry everyone. :(

TD bank said me that the money draft was cashed out. (I do not know when)

for the guy who has just received it back... did they charged?
 
Well...since more people confirmed these CAP reached news, we can consider it as true fact.
I am just wondering, why some people report that they were cashed and package was returned? Is CIC going to return the money?
 
Yes, and how it works is that the person at CIC who opens the application ensure payment is received before someone else perhaps in some other section issues AORs. It would appear that the right had of CIC does not talk to the left hand and as such they lost track of number of applications received and AORs issued. But we must realise that they have a lot of work on hand as well and they have to follow stringent procedures.
 
EE first time draw will happen soon. unfortunately, this chance is missed now.
 
I had received lots of negative ratings for insisting that the count (of CEC applications) in CIC's website was of AORs issued and not of application packages received.

A little pessimism might have helped many applicants take early preparation for an alternative, like EE.

And indeed my forecast back in August 18 was too optimistic!

So by that logic should everyone is who has not received an AOR including September applicants expect that their application will be returned?...I just cant grasp that CIC will have to organize to repay everyone who paid by Bank draft and has been cashed.

Can you check with your bank with what date as I am very worried now. My application was received the 10th of October cashed December 31st and now freaking out my application will be returned

TD told me the information and the date and printed off the screen shot of the system. I dont get how TD cant do it for you. This is very worrying for everyone who is waiting for AOR and thought they were safe.
