Where people pushed and even got angry with me saying December 31st is the last date where application should be received at Sydney (Delivered) .
If its true , I am really sorry who were waiting to reach the threshold and not yet applied , I am not here to hurt anyone or to tease , but as CIC has done that with another program recently where they cancelled all the pending application , I knew this can happen and its coming.

All the seniors here are to provide their experience and the datas available from previous applicants to estimate the best course of action for applying for CEC. But its back again, the applicants' own responsibilities to prepare them and submit them properly and on-time. Please don't accept all the advise here as is and shoot the messenger afterward. Regardless, it is still your own application and your future here in Canada. There are two constraints here: incoming EE on January 2015 and 8000 caps. To integrate CEC into incoming EE, CIC might decide to close the cap when they think it is necessary.

No one said that Application received means AOR been generated....
Do not confuse people
I called CIC help centermany times and I was told that applications received is different than application granted with AOR.

The cap is a number of application received. As I was told they count applications right after they come to Sidney and they increase the number accordingly. Now the process is very slow because of many reasons and that why people get their AORs long after the submission.
Even though the cap has been reached we cannot say that those who's cc wasn't charged or those who has't got AOR will get the application back. We have to wait until someone gets the application returned and than we can assume that all applications send after will be returned.

I applied on Oct 22nd and It reached CIO on 24th Will my application still will be processed or will it be returned back.Cap reached means they are no more accepting the applciations now? .

It seems that September applicants' CC are being charged today (They have a pending transaction started today).

We have a friend @Acrylicus who called the CIC and just confirmed that the CAP was NOT reached and they advised to fill out a bug report about the same after the CIC agent confirmed with his supervisors. I great News and now we can relax at least.

I think I will not believe in anything what CIC help person says until the cap on regular CEC website is updated. Hope we will see a new number .../8000 in Friday :)
The whole day today was creasy....hundrets different information and no one knows which one is truth

I am glad you can relax.

While what I said is true, and that I had them confirm to me that the cap has indeed not yet been reached, there are some other compelling posts on this forum that say the opposite. Others have called and have gotten conflicting answers to that of which I received.

I filled out the bug report as requested, hopefully they respond as that will be sent to the CIC and not their third party call centre.

Right now it's up in the air, the bottom line is that the CIC call centre are an unreliable source, and due to the conflicting information on the website, cic.gc.ca is also unreliable until a direct statement or amendment is made.

It's a waiting game people, a waiting game that is going to suck.

How do you get in touch with CIC?, I always get the automated messages.

It's difficult, takes about 10 mins of navigating their phone system.

If memory serves, you have to select '2' to apply for Permanent Residency, select CEC, a couple more things then its 0 to speak to an advisor.

one thing is when the application is delivered to CIC and the application is stamped and put in the pile for review. After the review is done and if the applicant qualifies under the program, the application is RECEIVED and an acknowledgment of receip is generated (AOR) , so Gurindar is correct. If CIC receives the application in the program, the apllicant gets an AOR. Apllication received by CIC gets an AOR.
application DELIVERED to CIC just gets a stamp to lock in the date.

Hello guys,

Please do not argue regarding the meaning of the words Received and AOR.
Received means received and AOR means Acknowledgment Of Receipt;so simple!
If you want to argue with this, then please create another post with title "Received Vs. AOR" and fight, argue, do whatever you want!!!

But, the most important TODAY is what really is happening with these 2 contrasting posts in the website of CIC.
Eventually the 8,000 applications has been reached or NOT?
Please share with us your call experience to CIC ...!

Have you guys seen just how obscure the page that claims the CEC is full is? I couldn't even find it when navigating the site without directly going to the URL.

I am betting this is just a misprint on that page, why would they announce it there, and ONLY there. It doesn't make any sense.

My theory is, someone got it wrong, or this was a premade 'note' designed to go up when the cap reached, and it was published by mistake.

Because we all make assumptions and no one knows for sure...
I will make my assumption for this issue
May be this is a demo "default" message for all applicants that should be shown after January 1, 2015

The average rate of applications received per month was less than 1,000 (in the CIC website)
So, it does not make sense the applications to have reached the 8,000 today December 2
And the next reason I believe is, what happened? the guys there in CIC suddenly are working so FAST?
NOWAY!

BUT...
All the above mentioned are just my thoughts.............
