A positive eligibility assessment is defined differently for EE and old CEC.

For EE, the requirements for a positive eligibility assessment is met when the R10 completeness check is passed.

For old CEC, receiving AOR meant receiving a positive eligibility assessment until they changed the rules. Now you need both AOR and eligibility set to passed in GCMS.

Or it is something similar to the requirement of WP expiring within 4 months, I got my BOWP while my current WP was valid for more than 8 months.

Ok Guys,

I just got off the phone with my lawyer and He mentioned that CIC has delayed the eligibility check due to high volumes of files and even though this new rule was stated on CIC website they would approve BOWP if you have AOR and do not worry about the Eligibility in GCMS notes as the applicant is not responsible for passing the eligibility unless someone at CIC starts processing the file.
Hence : If you only have AOR you should be able to obtain BOWP.

Lets ask the person whose BOWP was refused, did that person get a response from CIC that it was due to eligibility not passed on the Permanent Residence file or it was a different reason for that specific individual.

I remember the user rochorange started this discussion and stated that he saw someone on the BOWP thread getting a refusal due to the eligibility not passed in GCMS.

I still believe that CIC will give BOWP based on AOR as we as an applicant cant change the eligibility unless CIC processes the application.

I've seen some other people getting refusals on BOWP but the reasons for refusal is NOT the Eligibility check in GCMS.

Yes, that was the reason the person was refused, but I'm also certain that the person in question was an FSW applicant, and not CEC. The BOWP rules for the two different classes were different.

Thanks a lot to those of you who took the trouble of checking with your lawyers and CIC about the changes to the BOWP rule. I am an August 28th 2014 CEC PR applicant and I have submitted a BOWP application on August 22, 2015.
My post grad work permit expired on Nov 12 and I am now on implied status. One thing I want to ask you, are we eligible for health card during the implied status? My health card expired on the same day as my post grad work permit. If anyone has ideas about it, please do share it.

It might be different for different provinces, but in Alberta we are eligible for health care coverage for a period of three months of implied status. However, I'm fairly certain you have to call before your current work permit expires, I'm not sure if it will work otherwise, but you can always try.

I once went to Service Ontario as my WP expired and so did my health card, however, they issue health card based on your immigration document which is your work permit. I am waiting to get my extended work permit to apply for renewal of my health card. Do go to the nearest Service Ontario and check as different people in the same department act differently at times.

Thanks for clarifying that, Yes CEC and FSW are dealt in different ways ! Guys , please lets avoid extra stress and keep this forum for CEC only . We spent 2 days worrying so much because someone said that we are all not eligible for BOWP unless the eligibility changes.

Any Aug 2014 applicant who receives their BOWP do let everyone know.

Thanks apardhamija fr finding this info for us. And I agree with canind1983, because for EE they say that if the eligibility is met per R10 regulations then it means the application has met the requirements. We have met the requirements per R10 regulation assuming you received the AOR email.

apardhamija, I have applied BOWP in July and received it in November end. I am an August 2014 CEC PR applicant. But i received BOWP even before the rule got changed.

I am an August 19 2014 CEC applicant. Got AOR on DEC 11th 2014.
I got BOWP for me and my wife (applied in Feb 2015, Received BOWP on 1st May 2015 valid till April 30th 2016 i.e 1 year validity).
With the current PR processing speed looks like i might have to re apply for another BOWP :'(

Note that that the BOWP has remark "APR Pending" so i guess as long as you have AOR you can apply for BOWP

anyone who gets their WP approved or denied,plz share your info here to help out other whole bunch of people like my self.
i have applied my BOWP on 16th of sept.,paper application and my current one expires on 13th december.
i am july 31st applicant,got AOR on 8th of oct and that's about it.
no MR,nothing else at all...
anyone in same situation like me,come and will chat about our stress.

hi does anyone know, after receiving a BOWP, do we also need to renew the SIN no. if the old work permit is expired?
