i called twice this morning and both agents replied that they cannot comment on the eligibility requirements as they are not officers and the only way to know if the new rules are in effect is to apply for BOWP.

one of them said he will send me an email with eligibility criteria for BOWP. this is what i got :


Bridging open work permit - Certain federal economic class applicants

You can apply for an open work permit if you:

Have applied for permanent residence (PR) in Canada under one of the admissible categories of the economic class and are the principal applicant,
Have received a positive eligibility assessment on your PR application or, if applicable, the Acknowledgment of Receipt from the processing office,
Are currently in Canada, and
Already have a valid work permit that is due to expire within 4 months.
For information on the admissible categories, please visit our website.

To apply for an open work permit, you must send an Application to Change Conditions or Extend Your Stay as a Worker to the Case Processing Centre in Vegreville, Alberta.

You must do this before your work permit expires. You keep your current status under the same conditions, until a decision is made (implied status).

The application is available on our website.

My lawyer told me to go do my medicals upfront this week, because he thinks i am gonna be next. I am crossing fingers, toes and twisting tongue.

i dont understand why would your lawyer tell you to go do upfront medical now? if youve waited till now. Also what does he mean by youre gona be next?

My file was received on August 18, 2014 & got AOR on December 11, 2014 n still waiting for MR. I need your help folks. Here's the scenario.

I started working part time with a company from September 2011 to june 2013 (off campus work permit) and then I started working full time since july 2013 to present (open work permit) . I enclosed all the T4 (T4 for the year 2011, 2012, 2013) along with the application in order to show the work experience I gained. I was bit confused about sending either T4 or pay stubs with the application. I sent only T4s but later I realized that as I started working full time in july 2013 (after the completion of my study), and T4 for the year 2013 will only cover only 6 months of full time work experience. However, reference letter from the employer mentions my work history.

Therefore, I am just wondering if I should send all the pay stubs to CIC (evidence that I had 1 year of full time work experience after study) or should I wait until they ask me to send evidence? Any help from you guys would be appreciated. Thank you..!!!

What is that you don't understand exactly? It means he perceives that they are finally going to get to my case very soon so he wants to speed up the process. that's it.

Was just trying to bring some faith here. I have seen people entrusting themselves to god in this thread LOL

okay your lawyer perceives that your'e application will be processed soon lol. thats good. anyway are you in canada or abroad?

Its great that you got that info from a CIC agent, as according to this it mentions that you need the Eligibility Set to Passed OR The Acknowledgement of Receipt.

However the new link that was shared yesterday ( http://www.cic.gc.ca/english/resources/tools/temp/work/prov/bridging.asp ) and was posted by CIC on Dec 1st states otherwise where Both The Conditions have to be met to apply for BOWP

"A BOWP can be issued only if the e‑APR has passed the R10 completeness check." This refers to " Regulation 10 of the Immigration and Refugee Protection Act (IRPA)" I believe.

If this is correct then your AOR email confirms that your application is complete as per the rules/guidelines under Regulation 10.

I may be wrong but to me it seems to be the case of word smithing by CIC. Same thing rewritten as per the nomenclature used by the new system of Express Entry.

Further Details I observed
The following is one of the criteria.
their electronic application for permanent residence (e‑APR) submitted under Express Entry has passed the R10 completeness check; or
they have received a positive eligibility assessment on their paper APR submitted by mail under one of the economic classes above;


So either you have to have the AOR or a positive eligibility assessment(Passed in GCMS).

Please note when you fill in the online questionnaire for OP online(MyCIC) you are asked the same questions about your eligibility and completeness check of your application for PR.

As per my understanding you shall be good as long as you have an AOR.

You got it all wrong.

A positive eligibility assessment is defined differently for EE and old CEC.

For EE, the requirements for a positive eligibility assessment is met when the R10 completeness check is passed.

For old CEC, receiving AOR meant receiving a positive eligibility assessment until they changed the rules. Now you need both AOR and eligibility set to passed in GCMS.
