I tried to argue that being a 2014 applicant that might be different (only AoR would be enough), she was very emphatic to say that it was not the case: I would need eligibility passed in order to get a BOWP.
Just to add up to my stress level...
If you have AOR letter they will process your BOWP. The eligibility is for EE, we are under old rules and AOR is what u need
I have BOWP last month I sent AOR letter with my application. don't stress out
