Can someone please share a process for registering as an employer for a caregiver program and making a formal job offer to a caregiver for this program?

I am looking for this process for British Columbia.

Does the employer need to register a company with CRA or some other way before filling out this form or a new form of the same type?

I understand that the employer must fill out a form like IMM5983 or something new of the same type once the program opens. My question is more about how to be an employer. Do we need to register a business or something in BC and what other steps are required to be an employer.

Usually Jan 1. For childcare it opens and closes on Jan. 1.
