Two points:
1) Forum doesn't represent 100% of the applicants, more like 25-30% of all applicants (based on 2013 figures), so this number will always be lower than the actual numbers.
2) The numbers from CIC does not represent the total number of applications they have received. Their numbers most likely represent the total number of PERs issued (that is, complete applications they have received). So, this number will also always be less than the actual number of applications CIC has received.
So, for cap purpose, the figure that most closely represents the true condition is the projected total applications received by CIC calculated in the spreadsheet for 2014 applicants in this forum. It is based on this calculation that we can infer 2174 is probably a gonner because based on the number of forumites that have applied for this NOC and adjusting for the fact that it represents 25-30% of all applicants, CIC has already received more than a 1000 applications even though CIC's numbers don't reflect this.
