No. All outland apps no matter what country, go to Mississauga first for sponsor approval. Then CPC-M forwards the app to the outland visa office for applicant approval.
 
At the moment I am just being patient. Unfortunately there is no one that can help. Even if I call the helpline, they don't have any info for outland applications. Manila has only an automated phone system. There are no people to answer your call.

Email is the best way to get an answer. Have you submitted a Case Specific Enquiry to Manila?

Thanks for clearing that up.

And as per the link I posted above, I do send both parts at once?.. that is, my sponsorship eligibility and the immigration part for my spouse? When I look at the sponsorship instructions page it looks as if I just send the sponsorship part at first.

You send everything together to Mississauga. If you only send one part, there is a strong possibility that they will return your application as incomplete.
