@scylla Yeah, CRS 301. Doesn't seem like he would make it with this score via the Federal Skilled Trades Program Express Entry even when high school completion is not required and assuming he successfully obtains an Alberta Trade Certificate and a job offer.

I just got a call back from Alberta Advantage Immigration Office (AAIP) and after a few rounds of trying to get a clear “Yes” or “No” response to a simple question, I’m advised that “as of now, if he can obtain a trade certificate recognized by AIT and subsequently AAIP, then no ECA is required and therefore not having high school completion is ok”.

I guess my cousin could try pursuing the provincial AOS pathway and he needs a LMIA with his name, a job offer, get the red seal exam under his belt to get a nomination from
Alberta. I’m just not sure how this pathway integrates with at the federal level. So if Alberta recognizes him with a nomination, does he qualify to apply for PR (normally a federal government process)?

How is her going to get the trade certificate? Red seal? These are very big obstacles. Does he even have a TRV?

Although technically may be able to qualify realistically it will be very difficult. High school leaving is requirement for basic literacy these days and most have multiple post secondary degrees when they immigrate. The competition is just too high not to have high school leaving these days.

AOS isn't possible. That program requires a minimum high school level education.
I was forced to drop out my college and leave Russia due to unleashed by it war and following mobilization. Colleges in Russia are actually treated as vocational education, as takes people after 9 grades, so now I'm left without high school degree, any occupation and possibility to continue my education in country I'm located now (Uzbekistan). What ways are there for me to immigrate to the western world countries? I'm 22

I don't think there are any realistic options for you to immigrate to Canada with your current profile. I can't comment on other countries.

You could try to continue your education in Canada on a study permit. However this will require that you have a bank balance of at least $35,000 that you can spend on tuition and living expenses. It may also be difficult to be approved for the permit given you only completed a grade 9 education. My advice would be to complete high school and university, if possible, in the country where you are now and then get a few years of skilled work experience.

I don't think there are any economic immigration options without having completed high school at a minimum. You should assume he's out of luck.
How about under the PNP nomination (SWO)? Received invitation to apply PR application but the WES result is completion of Grade 11 any chance to get PR approval. The WP approved already under TEER 5.

What province? If you meet PNP requirements then it is possible, and you have received invitation.
