Soo,

I will graduate next year with a canadian high school diploma. When i apply to university it says the fees for a high school graduate. But would i have to apply as a international student even though I will have my high school diploma from canada?]

If you are a Canadian permanent resident or a Canadian citizen, then you pay the cheaper domestic student fees. Otherwise you have to pay the higher international student fees. It doesn't matter where you went to high school. What fees you pay are determined by whether you are Canadian or not.
