i personally believe they will increase the FSW numbers within the overall immigration figure by reducing some of the other categores and also stop taking new applications or putting caps on all categories. other wise the backlog monster will stay in their closets for a long time to come..

I don't think all 'old' applications do not reflect the current job market in Canada. For example, if a Doctor is on their current job market's need, they should have gone through all applications under this NOC from the many years ago and process their application instead of accepting those who apply now. Anyway, I think they have their reasons for doing that.
