My Employement was over in 2010 but i got the reference letter in Dec 2014, do i need to get again updated one, because my employer was not happy to give it

Yes I won't be claiming points for that work experience anyway. I was just wondering whether they want to see proof of continous employment in my last 10years.

No. The basic requirement is just 1 year of continuous employment in the last 10 years. Theoretically, you could've worked last in 2005-06 and been unemployed since then and you'd still qualify.

My boss, who issued me the reference letter 2 years ago has changed the job. He does not have access to the official email mentioned in the reference letter anymore. It is impossible to get a new reference letter issued now.
What should I do in this case? Please advise.

Is there any other contact information mentioned in the letter other than their expire mail id? Is the company's URL or informational email id present?

If there is no contact information beyond their mail id, you will be at the mercy of CIC's arbitrariness - there is a chance that it will pass unnoticed and they won't feel any inclination to confirm this experience.

Unfortunately both these things are mentioned on the company letter head.
 
How about getting a signed declaration from him about his change of job and new contact details?

Unlikely to be required but you can try adding that. It doesn't matter where they work now, just their contact details would suffice.

Does it mean that CIC contacts only the person who issued the reference letter? Or does it also verify at the company office/reception, etc?

If they feel the need to verify something, they will start with the information provided in the reference letter and probe further if and when needed.

Yes and No.

Yes, they are sufficient to prove that you work(ed) in that organization at a particular point in time on a particular role.

No, they are insufficient to prove that you worked on a particular NOC unless one of those letters lists your detailed job responsibilities which closely match the main duties of your chosen NOC.
