Can we use Old Reference Letter for proving work Experiences

You can use the same letter. You will be able to claim experience only acquired till 3 months ago (as on date of that letter).

I'm confused with this statement. Do you mean to say, in order to claim points for work experience the reference letters for all work experiences (current and previous) must all be dated 3months ago during application after receiving nomination from province/ITA from CIC?

What about those reference letters we have acquired in advance in preparation in case ITA comes? to think that ITA is taking a lot longer nowadays.

Please also quote which part of the cic website is this mentioned. I am reviewing the document checklist and nothing in there seems to mention 3mos old reference letters. I might have overlooked it.

No. That was a specific response to a specific question.

Reference letter validity depends on the date of issue of that letter. For past experiences, reference letter dated AFTER you've left that job is valid indefinitely for the entirety of that work experience. However, reference letter dated 1 year before you left that job is valid indefinitely for the entirety of that work experience EXCEPT that last 1 year. Similarly, for your current job, reference letter dated, say 1st April 2015, is valid for your experience till 1st April 2015 only even if you are still working with the same employer in the same NOC.

2004-05 (b.a. 1st yr)
2005-06 (b.a. 2nd yr)
2009-10 ( b.a. final yr)
I was in australian on study visa from nov,2008 to july,2009
But major gap is in 2006 to 2008

I would imagine that this really depends on your ECA report summary. CIC wouldn't really be bothered about gaps in your education beyond what your ECA report says about it.
