Can someone who's under age (16 yrs) sponsor?

My niece is 16 yrs old and immigrated to Canada based on Humanitarian case and was approved.
The case was that her mom is in jail in Japan and unable to take care of her.

My mom and stepdad took in my niece and she's been here for 2-3 yrs now.

Can she now sponsor her mother to come here?

1. No she has to be 18 and she has to meet the LICO from Canadian sources, so it will be a while.
2. If her mother was in jail, if it was for criminality, it is unlikely that she would qualify.
