Proof of income is usually calculated with your NOA. You’ll have read the requirements and amounts but if you don’t meet the income requirement your application will be rejected. You would have to wait until you can prove a higher income for example after you file your 2019 tax return. Would do encourage you to read the application. I just got home and looking at my tax return summary. My employment income not inculding the EI still qualifies for 4 people but okay I will wait when I file my tax for this year so my income for 2019 will potentially strengthen my application. Just worried it will be too late for my nephew. Thank you for your feedback!
If you meet the income requirements, no reason you can't file the sponsorship application now. Processing times for applications for other family members are in the range of 2 years and you'll need to maintain your income level for this period of time.
