Biological mother plus stepfather sponsorship

can I ask anyone who had experience on this? my wife's application for parent sponsorship was chosen. Now she was invited to submit her application. Our question is, she will invite her mother but since her biological dad died 20 yrs ago and now she has a stepdad, can she both sponsor her biological mom plus her step dad?

1. Yes, her mother is the principal applicant, and the stepfather is her mother's dependent.
