Just to be extra clear...Does R61(4) apply to vacation days out of Canada as well or is "accompanying" intended for only those taking up RESIDENCE outside Canada? The statement does say regardless of purpose...but I wanted to double check.

This is a very relevant topic. I am a Canadian PR and my wife, who is a Citizen, live in US on J1 and J2 respectively. Due to visa issues I cant exit US until my training finishes in US which is in Dec 2013. We were very worried about it but different lawyers gave us similar opinion as your elaborate post. When i finish i will have 6 month left from time in first landed and 1 yr left on the PR card.
Any recommendations what should i keep with me when i reach the immigration officer?
