Can international students apply for the Sibling's visitor visa? and if their parents already have a valid visitor visa, should he submit a different application for his siblings? 1 is under 18 and two are 18+

You don’t apply, your siblings apply. Your sibling under 18 can apply as a dependant of your parents and show your parents funds. If your siblings are over 22, they are independants and must show their own funds, travel history ties to country etc.
