International students in Canada can apply for a temporary visitor visa to visit abroad even when their original visa expired? Wow, that's awesome! Is it true though? US is lame! lol........

Assuming you want a TRV, then follow the instructions at one of the Canadian offices in the US. You can apply by mail.

No, I meant if an international student studying in Canada, if the visa/entrance visa expired, can he/she apply for this temp. visa and then go home, then come back to Canada without having to reapply for entrance visa again? Isn't that wht this visa is for?

The answer is NO. If your TRV is expired, you require a new one to re-enter Canada, unless you are only traveling to the US or ST. Pierre et Miquelon.
