is there any province where i can live for a stipulated time and sponsor my sister and her family ?
provided that she and her husband is not highly educated or possess any professional qualification.
 
Did you sister complete high school and does she have at least post secondary diploma or degree? Can she speak some English? If so, then Manitoba might be an option:

You need to provide more information.

Did she finish high school? After she finished high school, did she go on to complete a degree or diploma?

The answer to both of these questions has to be yes for her to qualify for the Manitoba program.
