With my PR, can I sponsor my 30 years old brother who is single and doesn't have children.

- I am married (my wife is citizen of Canada), I have no children.
- Both of parents of me and my brother are deceased, none of our grandparents is alive.
- Me and my brother have no relatives living in Canada (well except my wife)
- One of my uncles is alive, but doesn't resides in Canada nor is he PR or citizen of Canada
- I have few nephews and nieces, all of them older than 21, none resides in Canada nor are they PRs or citizens of Canada.
- I have no other siblings but my brother that I wish to sponsor.

How old is your brother? Does he work? Is he a student?
 
You can't sponsor him since you live in Ontario. He will have to qualify to immigrate independently.
 
Is there a province whose regulations would allow my brother to immigrate, if I would be living in it?

Yes - there are a few provinces whose regulations would allow you to sponsor your brother if you were living there. I believe in most cases your brother would also need to have a job offer in that province. Each province has its own rules so you'll have to take a look at each web site to see which ones match your situation. The following page has links to each provincial web site.
