Can a visitor pursue MBA as per new rules for international students??

hello friends,
Can a person on a visit visa convert his category in to student visa if he has a valid offer Letter of acceptance from a Canadian university?
Do he be eligible to do a MBA in that case if the university confirms the admission?

If you are in Canada as a visitor and wish to apply for a study permit to attend a designated learning institution, you may be able to do so from within Canada. As of June 1, 2014, certain foreign nationals may apply for and receive a study permit from within Canada. These include:

- minor children studying at the primary or secondary level;
- exchange or visiting students; and
- students who have completed a short-term course or program of study that is a condition for acceptance at a designated institution.

If that person is fulfilling any of above criteria then for sure YES but if he/she is just a visitor and not fulfilling any above scenario then at least give it a try because new rules are just implemented and I don't see any such case yet.

Thanks. I am slightly curious to know about this third condition :
students who have completed a short-term course or program of study that is a condition for acceptance at a designated institution.

Does it means that If I have fulfilled all the conditions of a university and achieved a letter of acceptance then Can I be able to apply for the MBA program within Canada? Presently I have done MBA and want to do a second MBA (double masters). With my 16 years of education and my language score I am eligible to apply at the Vancouver Island University for the Sep 2015 intake in coming October.

It means that you have completed some studies IN CANADA that were a condition of acceptance into a designated institution (eg: if a school told you to take an english course before they gave you admission and you took the course in Canada). In your case, you are not eligible as per my understanding of what it says
