Talk to them beforehand, drop the present company, you have one month to find another job, go to the pre-arranged offer and sponsor yourself. Because until you have Canadian PR, no big oil sands companies are going to touch you. The new EE seems to be an attempt to placate anti-immigration hordes; but if you read between the lines it is an attempt to settle TFWs on LMOs in a very surreptitious way. NOC 0, A categories will definitely take hits.

This program allows employers to hire or bring in foreign workers without the need of a Labour Market Impact Assessment (LMIA). Exemptions from the LMIA process are available where there are reciprocal benefits for Canadians and other competitive advantages for Canada.

Examples of individuals who come to Canada under an LMIA-exempt program include: international students who have graduated from a Canadian school; persons authorized to work in Canada temporarily due to free trade agreements, such as NAFTA, International Experience Canada participants, some permanent resident (PR) applicants settling in Canada while their PR application is finalized, and spouses of highly-skilled foreign workers.

I think that sure we can apply under CEC without LMIA. But we will not get full 600 Points.

I believe that is in the context of PGWP (And other IMP people) does not need LMIA to start working. But getting the 600 points might not be the same. Without further information, I'm treating it as worst case scenario, i.e. LMIA needed for 600 points regardless previous permits.

EE onto CEC (regardless previous permits) does not need LMIA to get into the pool (unlike FSWP/FSTP/some PNP), that is very much confirmed.

Everything should clear up when the 1st draw result is out.

That sounds promising. I mean it is completely absurd for the government to pool in the PGWP workers with the FSWP. A lot of hostility is seen towards the PGWP holders who think they deserve the 600 points for an arranged job.

In an ideal scenario, A student comes to Canada -> Studies for 2 years (diploma) or 4 years (degree) or 2 years (masters) -> Graduates -> Gets 3 years open work permit -> gets a job (and this isn't as easy as it sounds) that is listed under NOC 0, NOC A, NOC B -> works for 1 year -> Applies under CEC.

In this scenario the said candidate is already a member of the Canadian economy by paying heavy tuition fees and has been paying income taxes for a year. Why won't the government grant him or her PR?

If the CEC Candidate requires an LMIA then why have CEC and FSWP. Just eradicate everything and make it one pool. I'm sure that this is the initial implementation and further information regarding the CEC will be released.

On reading the rules yesterday I had a talk with my manager and HR and they said if LMIA is a formality then they will go ahead and do that. But my company is a mid sized company in Toronto and has agreed to do that. Bigger companies like IBM, RBC don't give a rat's ass and has clearly stated in their offer letters that they will do no such thing for their employees. It is their responsibility to get their PRs. How will this affect PGWP holders there?

If this is the case then these large companies will have their positions vacant as students will opt for mid sized and small sized companies that are flexible.

Also, this whole scenario of having an arranged employment is so arbitrary. Unless the positions are super niche like an Audio Tuning Engineer or Bio medical Engineer with at least 7-10 years of experience no Canadian employer will want to go out of their way to hire someone from out of Canada. Companies don't like recruiting someone from outside their city let alone another country.

I am assuming a lot of applicants will be under the 600 mark and the ones that get the bonus 600 are pretty much guaranteed an ITA. Look at the number of immigrants the Canadian government plans to get in the year 2015.

Well said! I am in exactly the same situation as you are. However, I think it is pretty fair what they did.

Canadian government never asked us to come to Canada. It was our choice. Plus they never said they will give us a PR because we studied here and are paying taxes. It is just what we think. Canadian government gave us the visa saying that we would return to our country upon completion of studies or some work experience.

Even I used to think that is completely unfair for people who have PGWP. But now have realized that they want to make it fair for the guys applying from other countries. Our Only advantage is that we have Canadian experience and Canadian education which Canadian government is giving points for.

It sounds fair, but by doing this they are going to kill the Canadian education system which is already shadowed by the US education system. If there is no certainty then students will opt to go to the US where salaries are higher and goods are cheaper.

It is unfair because it debilitates the PGWP. If PGWP requires LMOs, then how is PGWP open? You are essentially being annihilated because of the bureaucratic mess. PGWP means you are free to work for anyone. So essentially you are permitted to work by the government but that permission is being curtailed. LMOs stats show how heavily leaning they are towards low skilled jobs.

Students are not entitled to anything. True. But they were promised PGWP. Now they have placed a term on top of that PGWP too.

In Alberta, no big company is going to touch anything with LMO. PGWP should absolutely be treated with a bit of more sensitivity. Skilled workers are absolutely essential for any economy.

Besides, EE seems to be a backdoor for TFWs. There is no NOC code restrictions; and job offer with LMOs get 600 points. Look at LMO granting status:- http://www.esdc.gc.ca/eng/jobs/foreign_workers/lmo_statistics/annual-top-occs.shtml

Yes, some categories will be put through easily; but it is again going to lean heavily towards low wage categories. EE is a lipstick on a pig. All the population thinks oh good, only skilled labour will come in now after EE, but the grid system show its true bias. And it will be apparent after first year of EE itself.

But here is the hope...if u applying for CEC..it means that majority have wp.... Living in ontario and discussing with friends, i can say not many companies willing to provide lmia... So more or less every one will have same points...

Also in 2013 ,there were 7500 provided pr under CEc...in 2014 it is 5000 till now...but for 2015 the quota is around 21000.... So i really hope all of us will go though.... :)

What i don't get is. Why would they make the quota 21000? and then have this stupid LMO rule to top that off? I am very confused.

Go through PNP. Best option for PGWPs.

I already had that option when I started back in July, but I don't want to be tied down with this employer, that's why I didn't want to get PNP. But Since my employer is agreeing for LMIA then I guess I will have no choice unless they release another statement.
 
Ok, first of all you do not need LMO in order to apply under CEC

Now, for example, for the month of jan , they will take 2000 applicant from CEC, they will look into the pool...take the hieghest members from the pool..it will just happen that top point holder will have lmo or pnp... U cant not apply if u do not qualify in any of the 3 category... Lmo or pnp will just increase your point under a particular category...
