If the employer wants to "save" $1000 then immigration is not going to look into your job offer as valid, remember, per immigration regulation a potential employer has to provide evidence that it has tried everything possible to hire a Canadian resident/citizen before approve the employment offer to you. Scylla explained very clear... This is the purpose of a LMIA

I get the feeling you want people here to tell you different, if someone does it, it will be by mistaken the information and due process of the current immigration programs.
Its a start-up, having difficulty recruiting developer with the experience they require in Nova Scotia.
Why would a startup not want to save 1K $, if all it takes is 1 extra month of waiting?

Thanks, could you elaborate to me this phrase from a potential employer I have:
"I've got an exempt from the provincial government (Nova Scotia) to recruit a.. programmer..."

Now, they want to save 1k $, so how do they apply for an LMIA for ME, without paying a fee? even if they have to wait a few months?
Furthermore, how can they give a written job offer with a Start Date, if its unknown how long it would take to get the LMIA, how long to get my local embassy to issue the PR? ???

EDIT: Also, what can they do now in the month until EE opens, to prepare the paperwork for free LMIA assessment?
You also need to make sue your pay is higher than the medium wage. Otherwise your employer will receive a negative opinion

I think it's CREARLY stated that LMIA for employers who are willing to support will be free and processed within 10 days.

You see, this makes sense, as for example I have come to Canda through LMO, so my employer applied for it, paid for it, we wait 3 months for the response and know that thing does not count. I won't get 600 points just because I need LMIA even though my LMO is still valid.
Now, If I am not getting those 600 points, why the hell should you get them just because you finished some school in Canada?
Ya maybe because we as international students invested a lot of money into Canadian economy by paying high tuition fees. And ya I think we deserve a different treatment.

We have not negotiated exact terms yet, but how do I know what is the median wage for Programmers/Software Developers? I've looked at wage charts and I get widely different results on different sites.. nothing reliable, and certainly NOT for Nova Scotia!

I am not incompetent, I did my readings: http://www.cic.gc.ca/english/resources/publications/employers/express-entry-sheet.asp
I know it will be free, but I did not read anywhere that it will be processed within 10 days.
I am asking where have you read that...

Look mate, I appreciate all of your effort and advice here, but I've already read everything I could find, all publications.. I also posted a more precise link than that (http://www.cic.gc.ca/english/resources/publications/employers/express-entry-sheet.asp) which does not say anything about LMIA processing time for supporting PR candidates (freely even!)..

Maybe you confused something else you've read with EE LMIA, and that is why you cant find it?

I should have stressed that I am applying for CEC, not FSW. FSW needs LMO/LMIA, before and after EE. Not so for CEC from PGWP. And PGWP holders don't get 600 pts straight away, one still needs a permanent job for that (with or without LMIA). So clearly, 600 pts is not awarded for being a student before, it's for the perm term job.

From a policy-making perspective, CEC was created to take people into Canada because they have worked/lived in Canada for a while, they are more likely to adapt and be successful here than people who never lived here. By imposing LMIA requirement on CEC, this makes prospective immigrants who lived and wanted to continue living here harder than those who have never lived here. Does this make sense to you?

Including CEC in EE, however, does weed out people with temp or contractual jobs, and those without a job. Perm term employees tends to be more stable, and less likely to leave Canada once they got PR. (Which is why the old system attracted so many people to barely work. Many jobs are now contractual in Canada)

I'm not holding my opinion because the situation burns me personally, I'm here to look for answers. And I'm willing to accept if it turns out that I need LMIA for CEC/EE.

I have to tell you Phil89, you are full of anger and frustration... I am assuming that your education/experience/humanity and such are not really what Canada is looking for, this forum is for people to share information and somehow support each other, your attitude is very disrespectful, but I think you are not going to care.

I am not an expert, I have never stated that before, but thanks for the sarcasm, I have applied to the FSW and was accepted but my job prospects became better and more lucrative here in the USA, so I didn't finish the process a few years back. I have family members and friends who have immigrated to Canada under different programs and I have represented them through their attorneys and immigration consultants, I am thinking about going there because companies are offering me jobs now, and they are very interesting. This is a quick review of why I am here, I know how it feels and I just want to help.

Going back to the topic:

"There will be no LMIA fee for permanent resident applications..." Let me ask you, have you been accepted and/or invited to apply for PR? If not, the LMIA have to be processed under the previous regulations... I do understand your point though, but I think you are jumping steps in the process

"Note: Entry into the Express Entry pool does not guarantee a candidate will be issued an Invitation to Apply (ITA) for permanent residence. Invited candidates still have to meet eligibility and admissibility requirements under Canada’s immigration law (Immigration and Refugee Protection Act)."...

Yes I don't care about you and your personal life and experience. But you give advices as if you work for CIC. But even with the info given already, we are not 100% sure what is going to happen. BUT it clearly says that after Jan 1st , 2015 LMIA processing fee will be free for employers whose intention is to support an employee for PR.
